Ticket #2818: schedd dslot claiming does not respect +AccountingGroup

Should work the same as if the partitionable slot was configured as a static slot with respect to accounting group quotas. Tim will confirm this is "the truth" as the first step...

works only when NEGOTIATOR_USE_SLOT_WEIGHTS = True, so it seems logical to change CLAIM_PARTITIONABLE_LEFTOVERS default to "$(NEGOTIATOR_USE_SLOT_WEIGHTS)"
